Privacy Policy

1. Who manages your data

This page is managed by the RW 013 Zona Columbus–Oscar Committee — Paguyuban Columbus Oscar Legenda Wisata, Wanaherang, Gunung Putri, Bogor, West Java, Indonesia (referred to below as “we”).

This policy applies to the website www.columbusoscar.com and the contribution administration services running on it (invoicing, reminders and payment records for the neighbourhood maintenance contribution, hereinafter IPL).

2. Data we collect

• Identity and unit: name, block/unit number, address, and whether you are an owner or a tenant.
• Contact details: phone/WhatsApp number and email address.
• Contribution records: amounts invoiced, payment history, transfer receipts, and billing communication notes.
• Account data (if you use an account on this site): username and password in scrambled (hashed) form — never in plain text.
• Technical data: IP address, device and browser type, access time, and the session cookies required for the site to work.

We never ask for confidential financial data such as credit card numbers, PINs or banking passwords. Never send them to anyone claiming to act for RW 013.

3. Where the data comes from

• From you directly: forms on this site, WhatsApp or email messages, or when you send a payment receipt.
• From the local RT/RW administrators: resident lists, meeting attendance lists and the neighbourhood contribution book.
• From RW administration archives that have been transferred into this digital system.

4. What the data is used for

• Issuing and delivering contribution invoices and reminding residents of payment deadlines.
• Recording, verifying and archiving residents’ payments.
• Answering questions, complaints or requests for confirmation.
• Preparing financial reports for the committee and residents (in summary form, not as personal data distributed to others).
• Meeting administrative and bookkeeping obligations under our association’s articles and applicable regulations.

5. Legal basis for processing

We process personal data on the basis of your consent, the performance of residents’ membership obligations (contributions and neighbourhood administration), and the legitimate interests of the committee in carrying out its duties — in line with Law No. 27 of 2022 on Personal Data Protection of the Republic of Indonesia (UU PDP). You may withdraw your consent at any time (see section 10).

6. Invoices and reminders via WhatsApp and email

We send invoices and reminders through WhatsApp (Secretariat number 0811-1380-5814) and/or email. For that purpose, your WhatsApp number, email address and message content are also processed by the messaging and email providers we use (WhatsApp, operated by Meta Platforms, and our email provider), in accordance with their own privacy policies.

We only send messages about IPL contributions and neighbourhood administration — never advertising or promotions, and we never share your number for third-party marketing.

7. Sharing data with third parties

We do not sell or rent your personal data. Data may only be accessed by others in the following situations:

• Technical service providers (server and email services) that we lease and manage, limited to the data stored there.
• The bank, where verifying a payment requires checking the account statement.
• RW/RT administrators, limited to arrears lists for billing and follow-up with residents.
• Authorities, where required by regulation or legal process.

8. Storage and retention

Data is stored on servers we manage ourselves with restricted access, and backed up periodically to prevent data loss. Administration data is kept for as long as you are recorded as a resident, plus the retention period for accounting records required by bookkeeping and tax rules. Data that is no longer needed will be deleted or anonymised.

9. Security

We protect data with passwords, by limiting access to the committee and secretariat staff who need it, and by logging system activity. However, no system is entirely free of risk. If a data leak affecting residents is suspected, we will inform residents through official channels and take corrective steps.

10. Your rights

• Request information about, and a copy of, the personal data we hold about you.
• Ask us to correct data that is inaccurate or out of date.
• Ask us to delete data, to the extent this does not conflict with our obligation to keep accounting records.
• Withdraw consent or object to a particular use.
• Choose the communication channel you prefer (WhatsApp, email or letter).

Requests may be sent using the contact details in section 15. We will respond within a reasonable time, and at the latest within 14 working days.

11. Cookies

This site uses cookies only as needed to make it work (login session and language preference). We currently use no third-party advertising or analytics trackers. You can refuse cookies in your browser settings, although some features (such as signing in to your account) may then not work.

12. Children’s data

This site is intended for adult residents or heads of household. We do not knowingly collect children’s data. Where a child’s data is needed for a neighbourhood activity (for example registering for a competition), it is collected with the knowledge of the parent or guardian.

13. Links to other sites

Our pages may contain links to other sites (for example a bank or a messaging service). We are not responsible for the content or privacy policies of those sites.

14. Changes to this policy

We may update this policy from time to time, for example if our systems or the regulations change. The version in force is the one shown on this page, with the effective date stated at the top.
